What matters is what (if anything) they do when he starts giving them illegal orders. Will they go along with the next coup? Will they go along with it when he starts ordering them to start shooting at city dwellers?

Recognizing that he is a stupid blowhard is one thing, actually standing up to him or intervening in his crazy is another.
