Nixon's behavior changed that rule - since he wanted to take personal stuff with him they passed a law making it clear that it belongs to the American people the moment he leaves office.

As to Trump, he would have to formally request access to it (aside from any access the public has). But as to things like planes, I don't know what kind of access is possible
