First thing I do is check PayPal and every single time, no such transaction exists.
As I only pay for 3 or 4 things by PayPal, a recent history is easy to review.
Then just delete the email.
I will acknowledge the emails look pretty authentic, though. That said, they don't actually come from PayPal, so pretty bright red flag.
