The US system is an anomaly in the developed world. My guess is that the use of the tax code to make Healthcare something that could be offered to employees at a cost less than the value to their employees led to companies offering insurance as a benefit.

When ACA was done, the concern for many ( pushed by Republicans) was it could jeopardize the company provided (or subsidized) plans many already had. There also was the belief of many that those commercial policies were "better" than what the government could provide.
