Because if there is no guarantee to hold it in the House, you're basically doing a performative act here since the House won't take it up.

No matter, I doubt there are 60 votes in the Senate anyway to extend the subsidies.

The whole reason Democrats refused the deal originally was to hold the Republicans' feet to the fire and get them to accept a subsidy extension because they knew they weren't going to get it otherwise.

This deal basically guarantees nothing, so what the hell was the point?
