who signed the petition changes their mind, it will come up for a vote. And Republicans, whether they vote no or abstain will look like they are hiding something. Likewise, if the Senate refuses to take it up, it will look like they are hiding something too. The vote in the House will be a huge first step towards using the issue to hang around the necks of ALL Republicans for the midterms. And there is nothing they can do to counter it.
