it wouldn't apply to cable, satellite or the internet and would almost certainly be struck down before the ink even dried, FCC has no content authority over those venues, hell, a license isn't even required on those venues, FCC licenses are only required for over the air broadcasts, which are considered public airways, whereas cable, satellite and internet don't use public airways, these are privately owned and one has to pay a fee for access.

Other than that, that is a great list.
