If there was ANY way to actually block final passage, then then some or all of the 39 Democratic Senate caucus members who voted No on the procedural 'cave-in' Sunday vote and voted No on the Monday final passage vote would have stopped the unanimous consent procedural votes from happening and forced roll call votes (which would have passed, like all the others I listed, 60-40 via roll call).

Once the Sunday procedural vote passed via the Cave-In 8's capitulation, the entire thing passing on Monday and going to the House was a fait accompli. End of story.
