It was added in 1982, long after Cuba nationalized the properties of US nationals and after most of these hijackings had stopped. They were added because the Reagan administration opposed their aiding of the Sandinistas and Salvadoran rebels in Central America. Reagan had Al Haig threaten the Cubans that if they didn't cease their support for the rebels, they'd be added to the list. Rest is history.
