I have questioned repeatedly WHY these facilities are allowed to be multi-story as this one was; it appears to be a three-story building. Many elderly and disabled residents can't get out of these in the event of a catastrophe, or even something as simple(?) as a power outage. For instance, I saw a report some time back of a prolonged power outage in a HIGH-RISE facility for the elderly which literally had many people trapped in their apartments because the elevators weren't working and many who were somewhat disabled, i.e. using canes or walkers for safety, could not get down the stairs safely. What if there had been a fire? Or if it had been midsummer and hot has hell, or midwinter and colder than dammit? Fortunately in that case it wasn't, but it could have been.

My condolences to the families of all who died. Memory eternal.
