by refusing to spend money already allocated by Congress to fund specific things. The "remedy" to LEGALLY "give back" those funds, is to submit "Rescissions" legislation to agree to remove previously-allocated funds that had been designated in earlier appropriations legislation.

IOW, 45's administration has acted "backasswards". "Fire! Ready. Aim".
