6. Properly, committees only have authority acting as a committee.

Members sometimes declare themselves to be "plenipotentiary committees of one" and throw their non-existent weight around, but unless functioning with the authorization of the committee, they're acting as private citizens. But they manage to have power when they vote and so we act like they aren't usurping power.

It's less egregiously awkward when they're part of the majority of a committee, because solidarity will say the committee with have the person's back. But the actual rules governing the committee ... They're only useful when they can be used for a "good" reason. However that's defined.
