He's talking about Schumer's, and the Democratic party's, seemingly endless tolerance for GOP betrayal and accepting crumbs in exchange for the keys to the kingdom. How can he take a deal with the GOP seriously when he is effectively asking them to restore funding already established that they have shown no qualms about rescinding already?
GOP: "We had no intention of honoring our previous funding vote, but you can trust us now. We're incredibly dependable, and Trump will back us."
Chuck Schumer: "Okay!"
