On other things, not so great, sure.

But here, he held noncontroversial nominees for unfreezing funds. GOP rejected it, and will now aim for nuclear option. I think not budging before the recess and forcing them into that was pretty good.

I evaluate on a case-by-case basis, and my automatic instinct isn't to attack Democrats, so, YMWV.
