The impoverished neighborhood was holding a block party for the enjoyment of the residents. That sort of thing is not uncommon in the city. Why some thugs decided to start shooting is incomprehensible. A few years ago at another block party even more people were shot. What an embarrassment for a city that does not need more scorn. Poverty and guns are a bad combination.
