4. He's not "waiting"

The CA state Legislature will be drafting language in a bill (or bills) to do it, including holding a referendum and also considering having the process occur as a "trigger" if TX goes ahead and does it.

They are supposed to come back in session during their recess on Aug. 18th to get the initiative on the November ballot as the first step.
