I.e., they have steps to go through, so right now, they plan to prepare for a November ballot question to have voters authorize it (where in that state, there's probably a good chance the measure passes), and if approved, they will go through the next step of drafting/passing legislation that would probably include a "trigger" mechanism to initiate the redistricting. I expect maps would already be drawn up by that point.

There will of course also be legal challenges (as I expect would happen in TX too).
