15. Any idea why he's saying he needs to get it voted on by the 22nd?

“We have ’til Aug. 22nd. With the leadership behind me, they will get this on the ballot,” the governor said.

I was initially under the impression that there was no way to get a special election in by November because state law required the governor to schedule them at least a certain number of days after the declaration... but of course the legislature can just change that law.

So I'm left wondering what drives the date of the 22nd... because it seems to have influenced TX democrats returning
