3. I'm in PA, too. The governor issued two proclamations and one was specific to Kirk:

There was a second proclamation specific to 9/11. I was quite angry at first because I had only seen the one about Kirk (I'm not terribly far from Shanksville) but not the second.

In retrospect, separating them into two makes sense. However, presidential proclamation or no, I am unhappy with Kirk being so honored.
