is to always "distract" and gum up the works of others while they carry out their own lawlessness that they accuse others of engaging in (and they are not).

It's as if they are hardwired to assume that "everyone" is operating illegally like they are so they will send people on scavenger hunts looking for "fraud" going on within the "opposition" in order to cover their own fraud.
