it seems like a no-win for Trump. If they redact just his name then everybody knows that every time there's a black bar it means "Trump." But if they redact all the names then people will know that Trump's name is under some of those black bars, but not which ones, so if the files contain descriptions of awful behavior engaged in by (black bar) then people will be free to assume that he could be responsible for any of that behavior, even if he isn't.
The only alternative would be to release the files with none of the names redacted. I wonder why the Trump administration would not want to do that?
