1. I've been wondering about the basis for enforcement by the Feds.

E.g., if one state says the age of consent for statutory rape purposes is 16, and a second state says it's 18 (a matter of state, not federal law), and there was no transport of the alleged victim across state lines, and a perpetrator from the first state flees to the second state, do the Feds get involved in capturing the perpetrator and bringing them back to the first state?
