California Institution for Men in southern California. At that time it was pretty much in the middle of nowhere. Inhumane people always that it was a good place to dump their cats/kittens. Maybe because it had it's own dairy farm? Anyway vector control would just trap them and take them to the animal shelter .
Then someone had the great idea and decided to keep them and let the inmates take care of them during the day and put the cats on mouse duty in the administration building, the oldest building there, at night. It was 3 stories so they'd let to or three cats live on each story. They had food, water and litter boxes. The guards took care of them on the night shift. It was a great win win solution.
