I have friends in Western MD near LaVale who are Rennies. Fortunately, they weren't directly affected by the flooding, but they knew many who were. People in Western MD are more like West Virginians than Marylanders - living in former industrial area that's now economically depressed. Tied to a state which doesn't always care about their needs.

I'm betting that by election time, they will forget about FEMA turning them down and blame their economic woes on Gov. Moore.
