Hate is a heart choice, then if/when it's allowed to be an emotional habit, it then warps intellect, weakens the will, which can then darken the soul. There's no peace for such a one, and likely no love, so power over others might be all they can get; practice that enough and they can scale up to even commit crimes against humanity. Which is why systems of justice are targeted by ones like him, his boss, and his boss's bosses.

Lord knows... maybe people like him serve as a cautionary tale to the rest of us.
